During City Council action nights, Staff presented a summary of the update by separate Comprehensive Plan elements prior to the Public Hearing. Public Comment was taken after each presentations. Below are the dates that Staff presented:

Public Hearing


Wednesday, May 18, 2016 @ 5:30 p.m. at the Council Chambers


The City Council held multiple Public Hearings at 345 6th Street, Bremerton WA - first floor. This Public Hearing deliberated the following:
  • 2016 Comprehensive Plan periodic update
  • Zoning Code (BMC Title 20), Subarea Plan (Downtown, Bay Vista, and South Kitsap Industrial Area Subarea Plan) Amendments required for compliance with the Comprehensive Plan periodic update. 
  • Shoreline Master Program limited amendments for compliance with the Comprehensive Plan periodic update
  • Multifamily Tax Exemption expansion of residential targeted area to be consistent with the Comprehensive Plan periodic update

Planning Commission Meetings


September 2014 - Work Program Released


The draft Work Program for the Comprehensive Plan Update is now available. The Work Program is comprised of eight documents: the overall plan with timeline, and a District Profile for each of the seven City Council districts. These documents are available for download on the "Project Documents" page.

Planning Commission Public Workshop - September 15, 2014


Discussed the Comprehensive Plan Update, including the Work Program, Public Participation Process, and overview of the schedule. Encouraging comments from the public regarding the Work Program. This sets the framework for the discussions for the next 2-years.

Planning Commission Public Hearing - October 21, 2014


Planning Commission provided recommendation of the Work Program, Schedule and Public Participation Plan for City Council’s approval. City Council will provide decision on November 19, 2014.

Planning Commission Public Workshop – November 18, 2014


Discussed re-formatting Comprehensive Plan and streamlining the plan, and the goals and policies. Specific consideration was given to the Land Use Chapter that will be discussed further in January’s Planning Commission Meeting. 

City Council Public Hearing – November 19, 2014


City Council passed Resolution No. 3237 which set the Work Program for the Comprehensive Plan Update and the Public Participation Program. 

Planning Commission Special Meeting and Open House - January 20, 2015 


This open house and workshop focused on the Land Use Vision, proposed Land Use Map revisions, and goals and polices for Land Use. The draft land use chapter and maps are available for download on the "Project Documents" page.

Planning Commission Public Workshop - February 17, 2015


Discussed the Housing Element vision, objectives and the goals and policies, and minor revisions to Land Use Draft Map.

Planning Commission Public Workshop - March 17, 2015


Discussed the Economic Development vision, objectives and the goals and policies. 

Planning Commission Public Workshop - April 21, 2015


Discussed the Transportation Element's vision, goals and policies. 

Planning Commission Public Workshop - June 16, 2015


Revisited the Land Use Chapter and Maps.
 

Planning Commission Public Workshop - July 21, 2015


Discussed the Environmental Chapter, limited revisions with the Shoreline Master Program and Critical Areas Ordinance, and reviewed the adopted Parks, Recreation, and Open Space Plan.

Planning Commission Open House - August 18, 2015


Discussed the Transportation Element of the Comprehensive Plan. Approximately 30 people attended to discuss the vision for transportation in Bremerton within 20 years, prioritizing of transportation funding, and the various modes of transportation utilized in the City. 

Planning Commission Public Workshop - September 15, 2015


Discussed the City Service Element of the Comprehensive Plan. The City Services element guides how the provision of services such as water, sewer, schools and parks support the City's future growth and development.
  

Planning Commission Public Workshop - October 20, 2015


Planning Commission discussed the City's Comprehensive Plan Update and the draft Comprehensive Plan Update, including specifics of the City Service Technical Appendix. 

Planning Commission Public Hearing - November 17, 2015


Planning Commission held a public hearing to hear all testimony on the Draft Comprehensive Plan Update and environmental review. Planning Commission provided a recommendation to Staff to proceed with the City Council’s deliberation on this topic in the first quarter of 2016.

Planning Commission Public Workshop - January 19, 2016


Planning Commission held a public workshop on the Zoning Code Update correlated to the Comprehensive Plan amendments. The specific topics were: Bremerton Municipal Code (BMC) 20.02 Project Permits, BMC 20.40 Administration, and BMC 20.46 Special Development Standards.   

Planning Commission Public Workshop - February 16, 2016


Planning Commission held a public workshop on the Zoning Code Update correlated to the Comprehensive Plan amendments. The specific topics were: Bremerton Municipal Code (BMC) 20.04 SEPA, BMC 20.14 Critical Areas, BMC 20.54 Nonconforming Provisions, BMC 20.58 Land Use Permits, and limited amendments to Shoreline Master Program

Planning Commission Public Workshop - March 15, 2016


Planning Commission held a public workshop on the Zoning Code Update correlated to the Comprehensive Plan amendments. The specific topics were: Bremerton Municipal Code (BMC) 20.42 Definitions, 20.44 General Development Standards, 20.48 Off-street Parking, 20.50 Landscaping, 20.52 Signs, 20-60-20.98 All Zoning Designations and Zoning Maps to complete the Planning Commission workshops on the zoning code amendments to the Comprehensive Plan periodic update. 

Planning Commission Public Hearing - April 19, 2016


Planning Commission held two public hearings:
  1. Public Hearing related to the Zoning Code Update correlated to the Comprehensive Plan amendments. The Planning Commission found that the Zoning Code and affiliated Subarea Plans are unified with the growth vision of the Comprehensive Plan, They recommended the proposed amendments to the Bremerton Municipal Code Title 20 (Zoning Code) and the affiliated Subarea Plans. 
  2. Public Hearing related to the limited amendments to the Shoreline Master Program correlated to the Comprehensive Plan map and Zoning Code amendments. 
The Planning Commission unanimously recommended the proposed amendments in both public hearings.
